The Directorate of Attention to Combatants is located at Joaquín Agüero Street, corner of Justo Aguilera and Máximo Gómez, Consejo Popular Gibara 1.
MISSION.
It directs, controls and executes the policy for the integral attention to the beneficiary personnel of the system in the social, economic, political and material aspects in compliance with the provisions of the State, the Government, the FAR and the decisions of the Municipal Assembly of Popular Power and its Board of Directors.
III.SPECIFIC FUNCTIONS OF THE COMBATANT CARE SECTION.
A) Execute the application of the policy outlined by the Party, the State and the Government, for the comprehensive care of personnel, according to the circumstances of the fulfillment of tasks in the interest of defense, as well as those who become disabled or the relatives of the deceased as a result of them, ensuring their registration and control.
Execute the tasks of military assistance, related to the control of the pantheons: Fallen for the Defense, Veterans and the ACRCs, as well as the attention to the relatives in the funerals of the deceased of all categories of combatants and the fulfillment of the exhumations foreseen in the Plans elaborated annually.
C) To organize and execute the activities of social security and social assistance for the personnel of the Revolutionary Armed Forces and other categories of beneficiaries foreseen in the Care System.
D) To guarantee the reception and control of food supplements and other resources assigned to the beneficiary personnel, organizing their distribution. According to the actual needs of the combatant.
E) Coordinate with the Labor and Social Security Directorate of the municipal administration, military units and the MININT of the territory the labor insertion of the personnel who are fulfilling the SMA before the end of the same and to be able to plan the employment exchange.
F) Plan the annual Budget, control its execution, avoiding extraordinary events that lead to the diversion of resources or the contrary use for what it is intended.
G) Systematically apply internal control through the self-control guide.
H) To develop agreements with the following organizations: Health, Communal, Labor, DMV for medical and dental care, social security, attention to critical cases, construction problems of the combatants' houses.
The Directorate of Attention to Combatants in Gibara has unique characteristics that distinguish it. The personnel we attend to are classified into combatants of the Double Condition, the Rebel Army, the Clandestine Struggle, the disabled of the different heroic deeds, the retired officers of the FAR, the Relatives of Internationalist Martyrs, which make a total of 141 beneficiaries. Most of them are over 80 years of age.
IN MILITARY ASSISTANCE: the Directorate of Attention to Combatants in Gibara is present at the death of a combatant of any category and in any popular council, to attend the funeral honors, mourning farewell, the guard of honor, the flag covering the coffin, the exhibition of the decorations, the cafeteria service, the cemetery where they will be buried, the burial schedule, the notification of the permanence of the remains in the cemetery of the combatants, Veterans and ACRC. After 2 years, the notification of the exhumation of the remains, the delivery of the remains to the relative if he/she wishes to transfer them to another cemetery, the act of permanence of the remains for 3 years if he/she wishes to keep them in the cemetery. In addition to the 141 combatants of the Attention System, 1947 combatants of the ACRC in the categories of Fight against bandits, Internationalists, Girón, MININT and Reservists with more than 15 years in the reserve are attended.
We attend to the LABOR INSERTION of young people who demobilize from the SMA, which averages 140 young people per year in the two semesters, who must be visited and interviewed for the preparation of the employment exchange in conjunction with DMTSS, to follow up on their location, to process with agriculture the request for land in usufruct, to follow up and control the productions and their use, to attend monthly to the Councils of Direction of Agriculture in the Municipality, to render to the DPAC all the information of the demobilized youths.
The medical and dental care of all categories of combatants, including the management of transportation for the transfer to Provincial Hospital centers for those who need it.
Social Security and Social Assistance procedures related to all documentation for death, procedures for loss of the means of payment (checkbook) or expired coupons.
Monthly reconciliation of the PMT (Temporary Monetary Benefit) with the Labor Department.
The processing of collection authorizations with the DPAC when the beneficiary is unable to go to the payment center of his/her municipality.
The work of updating each of the Control Cards of all beneficiaries, as well as their active and deceased files, the Database, the socioeconomic studies, the monthly payment of permanent economic assistance to 29 beneficiaries and those designated by needs, to be granted monthly (Eventual), among other aspects.
