The Administration Council of the Municipality of Gibara is the management body of the local administration, it has a collegiate character and directs the economic, production and service entities of its subordinate level. It is located in the municipal seat and among its attributions are the following: to comply with and enforce the legislation in force and the agreements adopted by the Municipal Assembly of People's Power of Gibara. It coordinates, controls and supervises in its demarcation the execution of policies, programs and plans approved by the superior organs of the Party, State and Government for the territory, within the frameworks established by law. It also demands that the administrative directions, business organizations and budgeted units located in the territory provide adequate solutions to the problems posed by the population, or convincing explanations on the cases that do not have immediate or short-term solutions.
