Public Health in our Region

The Municipal Health Directorate of Gibara has two health areas (Gibara and Velasco) in which different assistance and service units are located, these are:

At present, the municipality has a Public Health system, which guarantees compliance with the principles established in the Constitution of the Republic; state character, accessibility and gratuity, prophylactic orientation, unity of science, teaching and medical practice, integrity and planned development, organized and active participation of the population in health tasks, internationalism and collaboration.

As of the close of June 2019, the health sector in Gibara has 1936 workers, including 364 physicians, 344 in the nursing staff, 103 stomatologists, 263 health technologists, 10 psychologists, 94 medium technicians own sector and other professionals not own 42.


  1. MISSION:

The Municipal Health Directorate has the mission of directing, executing and controlling the application of State and Government policy regarding public health, participating in the training of health professionals and the development of medical sciences in the territory, enforcing the indications issued in this regard by the Ministry of Public Health, and territorial adjustments or policies dictated by the Municipal Assembly of People's Power and the Party's leadership.

      2. FUNCTIONS:

  • Comply with and demand the provisions of the Assembly and the Municipal Administration Council, as well as the guidelines issued by the Ministry of Public Health.
  • To demand and, if necessary, ensure the protection, care and conservation of the state patrimony under its responsibility.
  • To direct and control the application of the policies approved in the activities under its charge, according to the demands of the integral development of the economy and society in the territory; to coordinate, according to its attributions, with other sectors, and to collaborate in the elaboration and proposal of joint solutions.
  •  Support the activities for the defense of the Homeland and the principles of the Socialist Revolution. direct, organize and control the integral preparation for the defense in the activities assigned to it, as well as in the fulfillment of the measures of the Civil Defense and the plans related to these functions.

  • Participate, in accordance with the established procedure, in the elaboration of territorial plans for economic and social development; ensure that the plans of the subordinate units are in line with the policies approved by the Government and, once approved, evaluate their execution.
  •  To guarantee the organization of public health, the regulation of the exercise of health professions and the provision of services, with high quality and satisfaction of the population and its providers, complying with the guidelines issued by the Ministry of Public Health.

  • Promote scientific and technological development, as well as the execution of research and scientific-technical services, aimed at the constant increase of efficiency in the area and activities of its competence and in correspondence with the policy and specific plans established.
  • Comply with and enforce the policies for the formation, continuing education and training of the human resources necessary for Public Health.
  • Comply with and enforce the hygienic-epidemiological provisions for the prevention of diseases and other health affectations, exercising the state sanitary inspection on the environment, food, working conditions, study and others.
  • Exercise control and health surveillance over social determinants, risk factors, the environment, diseases, medicines, medical equipment, food, cosmetics and other products that may influence human health and the environment.
  • Comply with the guidelines of the Ministry of Public Health on international collaboration, both in the provision of services and in the training of human resources.
  • To direct and develop the health statistics information system and the government information system, ensuring compliance with the guidelines issued by the Ministry of Public Health and the Municipal Administration Council.
  • To apply the policy of training, selection, development and promotion of cadres, according to the guidelines received and to control its application; to support, control and execute, where appropriate, training and improvement activities in the sphere of its competence.
  • To establish coordinated actions with agencies, social and mass organizations as well as other units, to contribute to solve problems related to the health, welfare and quality of life of the population, within the framework of the legislation in force and once defined, to control its compliance.
  • To elaborate and coordinate and control the fulfillment of the Work Plan of the organism, with the organizations that participate in this process.
  • To prepare, in accordance with the established procedure, the preliminary draft Budget for the sector's system and, once approved, to control and evaluate its execution.
  • To participate, according to the established procedure, in the control of the execution of investments, repairs and maintenance, as well as their timely start-up; to evaluate the efficient use of the installed capacities.
